In the right environment, competition can spur innovation. But this is less likely when state and non-state actors carry out increasingly sophisticated disinformation campaigns, cyberattacks, and criminal activities. Powerful new tools such as generative AI offer avenues for increasing prosperity, stemming inequality, and narrowing economic divides. Yet that is only possible if it unfolds alongside increased digital access and literacy required for productive governance efforts.
